Panel on the organizational model, production, and distribution of regional works.
In collaboration with SPIRA, this panel will focus on the functioning of a film cooperative, from production to distribution of works in the regions. Next, tax specialist Chantal Bélanger will shed light on compliance and strategy issues, and on the importance of being well equipped to ensure the visibility and circulation of works.

Sébastien Merckling Deputy Director General | Spira
An avid film buff since high school and holder of a master's degree in history, Sébastien Merckling has lived and worked in Quebec City since 2013. He quickly became involved in the film community and, in 2015, became coordinator of Kinomada. He joined the Spira cooperative team in 2016, where he has held various positions, including Director of Distribution (2017-2022) and Deputy Director General (since 2025).

Romy Boutin St-Pierre Screenwriter, director, independent producer | President of Les Émotives Inc. and administrator at Spira
Romy Boutin St-Pierre is a fiction and documentary filmmaker based in Quebec City. She writes, directs, and produces short films on power dynamics within intimate relationships and on a societal scale in Quebec, Lebanon, and Morocco. In 2023, she co-founded Les Émotives Inc., a company that promotes auteur, feminist, and regional cinema. Her latest short film, Sara & Fatima (2025), had its world premiere at the 2026 Rotterdam International Film Festival. Her next film, Tisser les échos, supported by SODEC (Création émergente) and shot between Quebec and Morocco, questions the moral vertigo involved in the power of choice.

Chantal Bélanger Fiscaliste
A tax specialist specializing in cultural tax credits, particularly film production tax credits, Chantal has been assisting producers and their administrative teams for over fifteen years with setting up production financing, claiming tax credits, and various tax issues related to audiovisual production. She holds a master's degree in taxation and a diploma from INIS in the Television program, Production profile. She lives in Sherbrooke.

Jean-Sébastien Dutil Président de la commission Arts médiatiques, cinéma et vidéo | Conseil de la culture de l'Estrie
A director and screenwriter who stands out for his sensitivity and ability to forge deep connections with the protagonists of his films, Jean-Sébastien Dutil is motivated by a desire to show humanity in all its authenticity. He uses documentary filmmaking to bring us closer to realities that are often stigmatized. He believes that ignorance leads to judgment, and his films offer a unique intimacy that exposes taboos.
